Abstract: It is pretty clear intuitively what one should mean by QCA/FDQC but setting up the definitions to work functorially on both compact and noncompact spaces reveals several interesting points. Since Hastings, Haah, Fidkowski, and others are finding fascinating elements of this group, it is worthwhile to phrase a rigorous definition, and to define both forward and transfer maps for this functor.
